On Sunday, High Council opens a script for the ward they are visiting. Releases, callings, and ordinations are already written, including the vote.

Each ward gets the business that belongs to it, plus stake callings that are ready to sustain. When the meeting is over, that business can be marked complete.

The words for the sustaining vote are already there.
A ward only sees the business for that Sunday.
Mark it complete when the vote is done.
