Stake Calling workflow: move callings from start to set apart.

A stake calling moves from the first request through approval, the interview to extend it, Sunday sustaining, and completion.

High Council submits a name. The stake clerk and presidency review it, then the rest of the High Council approves. The executive secretary schedules the interview. High Councilor extends the call. After the person accepts, the calling is ready to be sustained in each ward. Once each High Councilor has marked that they have completed the sustainings in each ward in the stake, the assigned High Councilor sets the newly called member apart.

Everyone sees the same status, from request to set apart.
Approvals by High Council are collected instead of chased by countless texts or emails. Stake Clerks rejoice!
High Counselor's Stake Business is on hold until after the call has been extended, accepted and approved.
